Power failures are hampering luge training at the Sochi track in Russia, where dozens of sliders this week are preparing for the Olympics. American lugers were in the middle of a session when power was lost. Some teams' training sessions were canceled. Canadian sliders said their hotel did not have power and running water. Those problems are not uncommon to the region around the track.
